Tenant Associations
In 1999, the TMHA
Resident Advisory Board (RAB) was formed. This group is representative of
all of our developments throughout Trumbull County. The RAB meets on a
quarterly basis and its role is to advise TMHA staff on resident needs. The
RAB is also a forum for issues of concern and for input into the operations
of the Housing Authority.
The Trumbull Homes Tenant Association has been awarded funding in the
amount of $300,000 from the Department of Housing and Urban Development for
a FY 2000 Resident Opportunities and Self Sufficiency grant. This program
provides transportation, on-site childcare and individual case management
enabling public housing residents to overcome obstacles on their way to
self-sufficiency and independence.
Computer Learning
Centers
The crown jewel of
resident initiatives enhances the residents academic and life skills while
improving the performance of school aged residents. Entrepreneurial
activity is promoted as well as general employment training. Residents are
hired to supplement the staffs provided by the Warren City Schools.
YOUTHBUILD Trumbull
County
YOUTHBUILD is a
comprehensive youth and community development program offering job
training, education, counseling, and leadership development opportunities
to unemployed and out-of-school young adults through the construction and
rehabilitation of affordable housing in their own communities. Many
graduates go on to construction-related jobs or college.

Family Self-Sufficiency Program (FSS)
FSS Overview:
FSS is a program
designed to transform people's financial situations from one of dependency
to self-reliance by promoting employment and savings among families
receiving Section 8 vouchers or living in public housing. Each family that
enrolls is assigned a case manager, who helps the family develop a training
and service plan and access needed supportive services such as childcare
and transportation. Participants of the program must sign an FSS contract
outlining the responsibilities of both the family and the housing
authority.
FSS & Your Rent:
An increase in earned
income typically results in a rent increase. However, families
participating in the FSS program have an escrow account established in
their name, to which they receive deposits roughly equal to the amount of
the increased rent attributable to increases in earned income. Families who
successfully complete the program receive the funds from their escrow
accounts. Many families use these funds for things such as a down payment
on a home, college tuition or a vehicle. The money is all yours!
